It seems some companies have slipped through the doom-and-gloom dragnet and announced some positive developments: WebLayers, provider of automated SOA governance solutions, announced that it has secured $3 million in funding, is relocating its headquarters to accommodate growth, and signed on Jeff Papows, formerly CEO of Lotus, as their CEO.
